国会議員と選挙区
最近何となく思っていることだが、国会議員は選挙区の利益を代表するというのは構わないけれど、だから利益誘導は正しいのだというロジックはどうなのかと。
公共事業やら助成金というのは国家の財力によって全体のパイが決まるわけであるが、はっきり言ってただ奪い合っていてはそれぞれの地域を全て豊かにすることなど出来ようもない程度にその量は少ない。国家の経済に効率的に寄与する分配が必須なのである。
であれば、各地方はその投資が国家経済に十分寄与することを証明し、それがぶつかり合った結果、国家全体として効率的な予算が組まれるのでなくてはならない。
ただ人に分け与えるには少ないかも知れないが、経済を良くするために使うには十分すぎるほどの量はあるのである。そうやって全体のパイがやがて広がっていき、結果的にそれぞれの地域も豊かになることが出来るということであり、そうでなくてはただの一時しのぎであり、安定した豊かさは得られない。
均衡ある発展などというが、結局のところは均衡ある発展はある市場原理の中で達成されるべきものであって、貧しいから均衡のために金を寄越せというのでは均衡ある衰退へと陥りかねない。
単なる利益誘導ではなく、その地域が日本のなかでどういう役割を担うことができるのか、そのために必要な投資を国家から呼び込むための地域の代表者であるならばそれはそれで素晴らしいわけで、そのために地方になじむことが必要というのならわかる。
国会議員には単なる利益誘導が正しいなどという稚拙で短絡的な考え方に陥ることのないようにしてもらわなければ困る。もちろんそれは全ての有権者に対してもそうであるわけだが。
